Achieved and exceeded many set goals

Reporting at the meeting, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan said that after 10 years of implementing Resolution 24, economic growth has initially changed in a greener direction. The integration of climate change response and environmental protection into development strategies and plans continues to be promoted. Policies and laws on prevention and control of environmental pollution are increasingly improving, shifting to proactive control of sources that pose a risk of pollution.

Notably, many of the goals set for 2020 in Resolution 24 have been achieved and exceeded. Typically, improving the capacity to forecast and warn of natural disasters; Gradually reduce damage to people and property caused by natural disasters; reduce greenhouse gas emissions per unit of GDP from 8 - 10% compared to 2010; retain and flexibly use 3.8 million hectares of land dedicated to rice cultivation; Minimize the export of raw minerals; Transforming the energy use structure towards increasing the proportion of renewable energy and new energy over 5% of total primary commercial energy, destroying and treating over 85% of hazardous waste; Safety control, environmental pollution treatment due to war consequences...

However, the capacity to prevent and combat natural disasters and adapt to climate change has not met the requirements; Greenhouse gas emissions are still limited; Environmental pollution continues in many places, especially in industrial clusters, river basins, and craft villages; Marine pollution due to aquaculture and plastic waste occurs in many localities. Flooding due to high tides, saltwater intrusion, subsidence, riverbank and coastal erosion also occur in many places, especially seriously in the Mekong Delta.

At the meeting, members of the Steering Committee said that the work of summarizing Resolution 24 needs to clearly define goals, perspectives, and long-term strategic vision that are synchronous and feasible with medium-term and immediate solutions. , urgent; associated with mobilizing resources and determination of the entire political system from central to local levels, the State, businesses, people and the entire community and society, taking advantage of the resources of the international community …

Clarifying new issues and trends

Speaking at the direction, Deputy Prime Minister Tran Hong Ha clearly stated that Resolution 24 has identified many clear viewpoints, goals and tasks for climate change response, strengthening resource management and environmental protection. . Therefore, according to the Deputy Prime Minister, the summary of Resolution 24 is placed in an organic and close relationship with resolutions, strategies and plans in related fields such as Resolution 36-NQ/TW on Vietnam's marine economic development strategy to 2030, vision to 2045, Green growth strategy, National strategy on climate change... Besides, the domestic and international context has been emerging some new issues of climate change, resource management and environmental protection.

The Deputy Prime Minister emphasized that the Party's system of theoretical and ideological viewpoints on climate change, natural resources and environment issues continues to be developed and perfected. Therefore, the summary of Resolution 24 also needs to be based on a political, scientific and practical basis according to the perspective of developing a circular economy and green economy stated in the Resolution of the 13th Congress of the Party, including organic and close connection between the three pillars of sustainable development (economy, society, environment).

The Deputy Prime Minister requested the Ministry of Natural Resources and Environment (Steering Committee) to concentrate highly and consolidate personnel to complete the 10-year Summary Project on implementing Resolution 24 to ensure the highest quality. In particular, pay attention to the results of institutionalizing the contents of the Resolution through legal documents, comparing international indexes and rankings, and quantifying goals and tasks with specific indicators; clarifying the rapid changes in the domestic and international context compared to the time of Resolution 24 with the emergence of new issues and trends such as green transformation, digital transformation, knowledge economy...

On the afternoon of September 13, Deputy Prime Minister Tran Hong Ha and the Central Working Group went to Lien Minh commune, Sa Pa town (Lao Cai) to inspect and direct the work of overcoming the consequences of rain and flood in the locality.

After inspecting the field and visiting a number of victims' families, Deputy Prime Minister Tran Hong Ha asked Lao Cai province and local authorities to quickly accurately count the number of people dead and missing due to floods. cause. Local rescue forces need to quickly search for missing people and support the families of unfortunate victims caused by natural disasters.

According to Deputy Prime Minister Tran Hong Ha, Lao Cai province needs to research and propose to the Central Government plans to support families affected by natural disasters, especially sturgeon and salmon farming households.
